What do you think of Canonical's planned changes to Ubuntu Development Cycle?

I was reading this article and see Canonical is considering moving to a development cycle where every release is LTS on a 2 year cycle and all updates between are rolling updates.

I think this could increase the base stability, but I wonder if it will sacrifice more cutting edge software. Although not being bleeding edge is not necessarily a bad thing, in most cases the bleeding edge version of a package does not really offer much over the previous version.
