Help Desk Admins Don't Receive Replies to Their Tickets

We have a number of IT members who are help desk admins, although they only fill in when needed. We noticed last week that when one of them submits a help desk ticket needing support, and one of the regular help desk guys replies, the submitter doesn't get any of the email replies. It seems to be isolated to just named users who are Help Desk Admins. In the Help Desk Email Settings, only the two regular help desk guys are set to receive Weekly Notifications, and Help Desk emails. Is this related?
