Network Documentation Recommendations

I am looking for some suggestions on programs or ways to document the network.

I see many posts where proper documentation is the key in making our lives easier. I got called in on a weekend due to the fact that the police cars can not get on the network while they are driving about.

After about two hours (I'm new here, 6 months) I finally discovered one of our VPN devices has a certificate that expired today. It is a gong show getting this cert renewed, I've had to make about 20 phone calls, and have had about half a dozen other people upstream called in on a weekend as well.

When I started here, I was given four legal sized papers with the network documentation on it in excel. Reviewing this document, the VPN device was not on the list, nor was anywhere there an indication that it has a yearly expiring certificate.

So I'm looking for ideas on how other places document their network. I don't have a strong background in documentation either, and am looking for options.

I thought about using Microsoft One Note and putting each device on it's own page, and I'm guessing that visio would integrate with this rather well? I was thinking this might work well with my ipad and my box account, and keep the document online that way.

Am I on the right track here? Do other people just use excel spreadsheets? Word docs? Notepad?
