TFTP Not working! But shows started!

I have spent hours trying to find out why Spiceworks will not backup my Cisco Configs. I have searched 1000's of post and nothing has helped..

In the spiceworks logs I see:

I[03:12:05.13 b4f064] TFTP server not started

Then a little ways down it says

I[03:12:28.08 2d7a90] Remote Spiceworks TFTP server (xxx.xxx.xxx.xxx) is running

And when it tries to send the configs it says!

.....

%Error opening tftp://xxx.xxx.xxx.xxx/FTX2199A25Y_running-config.1303300312 (Timed out)

I have tried to do this manually on the cisco router and it says the same thing. I have checked the port to see if Spiceworks is bound and spiceworks is bound to port 69.

I have also tried using another tftp program to see if I could connect to it, and it acts as if no tftp server is available.

I also checked my firewall and it is allowing it to the server as I was able to transfer a file once i turned off spiceworks and installed tftpd32 server.

For some reason spiceworks is binding to the port 69 but wont allow any connections.. I am confused as all be on this one.
