CSS Borders not working in IE9

Hiya (it's me again!),

I am trying to get the borders to work in IE9. I am using the 'My Custom Portal' plug in, and I see some people had the same problem but fixed it by turning of the compatibility mode in IE which I have also done; but hasn't made a change.

Is there something I could do. As most of the users use IE it would be nice if they can see the same as Firefox browser.

Also, is there a reason why the personal favicon does not show in IE as well?
