Distribution of phone queues

I'm using an asterisk based phone system, and we have servers in five global offices.

Primarily the offices I'm interested in are: US, UK, CZ and AU.

We use these offices to provide a global 24/7 phone coverage in English. We have set up a server in the US office (San Jose, west coast) with lines registered on that server, from phones in the other offices.

Of course, this is adding Jitter, and that is causing engineers to get a bit upset.

My first option is to find a central location that wouldn't create so much jitter for callers in Europe. The problem is that this will cause issues for the US.

So I looked at the idea of implementing local queues with time conditions. The problem here is those times when the queues need to overlap, as one office opens before the others close.

Ideally, what I need is a server in each office, maybe run from a shared database? Where we can register our phones to the local server, and somehow have that database aware of the other databases? Is this even vaguely possible? Using a method like this to do fully aware but distributed phone queues?
