RDP doesn't work unless host is rebooted.

This has gotten worse over the last 3 months. When our employees work remotely using RDP to their company Win 7 Pro 64 desktops and properly disconnect their session, the next time they go to use a remote session to their desktop and enter in their password, they immediately get bumped out. The password is correct, their remote workstation is on, no other session is active, and it looks like it is logging them in but after a split second it returns to the log in box. This is also happens when they remote in at night, then end their session (correctly) and when they come to work in the morning they cannot log in locally to their desktop and it exhibits the same behavior. The only way I can work around either scenario this is to physically restart their machine. This has started happening on my desktop as well. This happens no matter which way I try to end their RDP session whether it is by properly "disconnecting", logging off, or "X'ing out" at the top right.
