Configure Fortigate 80C to allow all traffic for Card Access data publishing

Dear expert, I am using Fortigate 80C Firewall in my company and recently we added one network access control for attendance in the office, HQ want to monitor the branch staff attendance. This Fortigate 80C is with IP 192.168.1.99 and with 8 LAN ports. The network access control is with IP 192.168.1.211 and gateway is 192.168.1.99

How can I setup the firewall rules to allow ALL traffic from this IP to be able to send data out to HQ? I tried putting port2 (which I connect physically from equipment to this 80C, then allow All to All). But it seems like my HQ doesn't getting any response. According to HQ, there is not firewall blocking since they can get from another branch which is using TP-Link.

I believe is the 80C firewall rules that I didn't set correctly. Please advise... For other PC that link to this 80C, they will be prompted to enter user name and password, then only allow to go internet. How can I bypass all these rules and directly allow the data out?
