Is there a way for helpdesk tech's to search tickets?

I don't see the search bar when logged in as a tech and the Ticket Search plugin requires access to the dashboard which I also can't see when logged in as a tech.  

We use the tech roll because:

1. Our security group doesn't want us logging into applications as administrators

2. When techs are admin they get all ticket notifications instead of just emails for their team

Any suggestions?
