Server 2003 Fails Site Lookup

Server 2003 is AD, DNS, and DHCP has been working fine for aprox 4 years. However a needed gov site for my client can no longer be accessed by this server or any other client on the network . The site is http://156.63.201.202. Using the web address also does not work: http://www.nationalwebcheck.ag.state.oh.us/index.html. The site works fine from any other network and even other networks with the same ISP. Have done all sorts of things to DNS, cleared the cache, refreshed, scavenged records. Rebooted the server. All other web browsing seems to work fine. DNS test is "passed". One odd thing I noticed. While working with DNS after doing several DNS service restarts, there are now several folders in the list that were not there before. In addition to the standard Forward Lookup Zones there is now also a folder named Cached Lookups and 3 additional folders in the Reverse Lookup Zone.
